Summary:
 1) Max black level changed to 511. Original setting was based on incorrect sensor mfg spec.
 2) Maximum exposure of 26 seconds independent of frame rate control.
 3) Fixed bugs in frame rate control to prevent wrong exposure frames.
 4) Fixed frame rate control min/max from rounding outside correct value range.
 5) Default to frame rate control "run" mode at POR.
